For a woman living in Barad\u00e8res, Haiti, a community network made it possible for her to video call and finally meet her grandchildren who live in the United States.\u202f&nbsp;<\/p>\n\n\n\n<p>For others, community networks enable them to attend school, sell products, and find resources in times of crisis. But he came around when he stopped only thinking about the number of people each one connected. In 2022, at the International Telecommunication Union (ITU) World Telecommunication Development Conference in Kigali, Rwanda, the Internet Society team was working on a telecommunication development report and they ran into a challenge: the term \u2018community network\u2019 was not accepted and they weren\u2019t allowed to use it.\u202f&nbsp;<\/p>\n\n\n\n<p>The team compromised, and since they couldn\u2019t mention community networks by name, they used alternate language like \u2018complementary access solutions\u2019 instead. And this was still a huge win\u2014they were able to sell the idea behind community networks, even if the language hadn\u2019t quite caught up.\u202f&nbsp;<\/p>\n<\/div><\/div>\n\n\n\n<div style=\"height:60px\" aria-hidden=\"true\" class=\"wp-block-spacer uag-hide-mob\"><\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:6%\"><\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column uag-hide-mob is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:7%\"><\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:94%\">\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer uag-hide-mob\"><\/div>\n\n\n\n<div class=\"wp-block-media-text alignwide has-media-on-the-right is-stacked-on-mobile is-image-fill-element\" style=\"grid-template-columns:auto 60%\"><div class=\"wp-block-media-text__content\">\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer uag-hide-desktop uag-hide-tab\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Making a Difference with Community Networks\u202f&nbsp;<\/h3>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>No one knows the power of community networks better than people who have seen their benefits firsthand, like the members of our Haiti Chapter, who have used them to connect thousands of people and respond to Haiti\u2019s unique needs and challenges.\u202f&nbsp;<\/p>\n\n\n\n<p>The chapter has partnered with several universities, for instance, to ensure that students can access online learning and other educational resources. In Port-au-Prince, where many universities are located, there is a high level of gang violence. Resilient connectivity is crucial in situations like these, so people can access information and resources. But to get to where they are now, they have worked with and learned from the regional and global Internet communities.\u202f&nbsp;<\/p>\n\n\n\n<p>When Max first heard about community networks, it was from an <a href=\"https:\/\/www.internetsociety.org\/issues\/access\/w4c\/\">Internet Society publication<\/a> about an initiative in India. \u201cWe need to have that,\u201d he remembers thinking. \u201cIt was a way to connect the unconnected, and I found that very cool.\u201d&nbsp;<\/p>\n\n\n\n<p>After the Haiti Chapter was formally established in 2018 and launched its own community networks initiative, the first step was to learn from other communities that had successfully deployed them.\u202f&nbsp;<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer uag-hide-desktop uag-hide-tab\"><\/div>\n<\/div><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"667\" also connects with the broader community through its heavy involvement in the Internet governance ecosystem. The chapter organizes the Haitian School of Internet Governance, as well as the Haiti Internet Governance Forum.\u202f&nbsp;<\/p>\n\n\n\n<p>\u201cIt is very important for us to get all the stakeholders in the Haitian Internet ecosystem involved,\u201d said Max. Behind the people on stage, a large screen displayed the name of the project.\u202f&nbsp;<\/p>\n\n\n\n<p>\u201cThat was the first time that I had seen the whole concept of community networks on a screen at a big ITU meeting, ever,\u201d said Sebastian. \u201cWe\u2019d been advocating for that concept for ten or more years by then, and we weren\u2019t able to use the name of \u2018community networks.\u2019\u201d&nbsp;<\/p>\n<\/div><\/div>\n\n\n\n<div style=\"height:60px\" aria-hidden=\"true\" class=\"wp-block-spacer uag-hide-mob\"><\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:6%\"><\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns are-vertically-aligned-top is-not-stacked-on-mobile margin-bottom-0 uag-hide-mob is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-vertically-aligned-top uag-hide-tab uag-hide-mob is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:10%\"><\/div>\n\n\n\n<div class=\"wp-block-column is-vertically-aligned-top is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:70%\">\n<p>While our team once had to compromise on the language used to describe community networks, its advocacy continued. \u201cWe kept repeating and repeating and repeating,\u201d said Sebastian. While it would be impossible to pinpoint any one exact cause of the term\u2019s acceptance today, \u201cthe end result is that it worked.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"has-depth-green-color has-text-color has-link-color has-26-font-size wp-elements-d95ef40765c5a6b55cd33eb0443d7569\"><strong>It\u2019s important for governments, leaders, and stakeholders across spheres to support this crucial connectivity tool.
